across these uh unavoidable natural events that were outside of anyone's control.

Well, you when you're in the middle of nowhere, like the nomads often were, inheritance disputes, there was no neutral mechanism to to sort those out and settle them.
You could go to a neutral meeting ground, and oftentimes that is what happened.
But these neutral meeting grounds were not full of wealth and they weren't as stable as the temples were in agricultural Neolithic societies, right?
